NFIU Plans New Framework to Boost Financial Intelligence Sharing

The Nigeria Financial Intelligence Unit (NFIU) is developing a new framework aimed at strengthening financial intelligence sharing between the public and private sectors as part of efforts to tackle illicit financial flows, money laundering and other forms of financial crime in Nigeria.

The proposed framework is expected to deepen collaboration among relevant government institutions, financial institutions and other private-sector stakeholders by improving the timely exchange of financial intelligence and enhancing the capacity of stakeholders to identify and respond to suspicious financial activities.

The initiative is part of broader efforts to strengthen Nigeria’s anti-money laundering and counter-terrorist financing architecture, while ensuring that financial intelligence generated by different stakeholders is effectively utilised to support investigations, enforcement and asset recovery.

The NFIU, which serves as Nigeria’s central agency for the receipt, analysis and dissemination of financial intelligence, has increasingly emphasised the importance of effective information sharing in confronting sophisticated financial crimes.

Financial criminals and organised criminal networks have continued to adopt more complex methods to conceal the proceeds of crime, move illicit funds across jurisdictions and exploit legitimate financial and business structures. The development of a stronger public-private information-sharing mechanism is therefore expected to assist authorities and businesses in detecting emerging financial crime risks at an earlier stage.

Under the proposed framework, relevant public-sector institutions and private-sector entities would have clearer mechanisms for sharing appropriate financial intelligence, suspicious transaction information, risk indicators and other relevant data within the boundaries of applicable laws and regulations.

The initiative is also expected to promote greater coordination among stakeholders, reduce information gaps and strengthen the overall effectiveness of Nigeria’s financial crime prevention system.

Financial institutions, designated non-financial businesses and professions, technology companies and other regulated entities play a critical role in identifying unusual transactions and potential financial crime activities. However, the effectiveness of such information depends significantly on how quickly and efficiently it can be analysed, shared and acted upon by competent authorities.

The proposed framework could therefore provide a more structured platform for collaboration between the NFIU and private-sector stakeholders, enabling institutions to better understand emerging threats and improve their compliance and reporting systems.

Beyond detection, enhanced financial intelligence sharing is expected to support law enforcement agencies in developing stronger leads for investigations into money laundering, fraud, corruption, terrorism financing and other predicate offences.

It could also contribute to efforts to trace, identify and recover assets suspected to have been acquired through illicit means.

The initiative comes against the backdrop of Nigeria’s continuing efforts to strengthen its financial integrity regime and prevent the country from being exploited as a destination or transit point for illicit funds.

A stronger information-sharing framework could equally improve the quality of financial intelligence disseminated to competent authorities, ensuring that investigative agencies receive more relevant and actionable intelligence.

For the private sector, increased cooperation with the NFIU could provide greater clarity on financial crime risks and reporting expectations while helping institutions improve their internal systems for detecting suspicious activities.

The framework is also expected to encourage a more proactive approach to financial crime prevention, shifting emphasis from responding to suspicious transactions after they occur to identifying patterns, risks and vulnerabilities that could facilitate illicit financial activities.

Stakeholders believe that effective public-private partnerships are increasingly important as financial crime becomes more technology-driven and interconnected. Criminal networks can exploit digital platforms, complex corporate structures, cross-border transactions and other mechanisms to disguise the origin and movement of illicit funds.

Consequently, improved intelligence sharing would enable stakeholders to develop a more comprehensive understanding of financial crime threats and respond through coordinated action.

The NFIU’s proposed initiative is expected to further strengthen Nigeria’s institutional capacity to combat illicit financial flows while contributing to greater transparency and accountability within the financial system.

The success of the framework, however, would depend on effective implementation, clear responsibilities among participating institutions, appropriate safeguards for sensitive information and sustained cooperation between government agencies and private-sector stakeholders.

As the NFIU works towards establishing the new framework, stakeholders are expected to continue discussions on how best to create an efficient, secure and legally compliant mechanism that can facilitate the exchange of financial intelligence without compromising legitimate privacy and confidentiality requirements.

The move is ultimately expected to reinforce Nigeria’s efforts to protect the integrity of its financial system, disrupt illicit financial networks and strengthen the country’s broader fight against economic and financial crimes.
