EFCC, Spaces for Change Train South-East NGOs on Terrorism Financing Risks

The Economic and Financial Crimes Commission (EFCC), in collaboration with Spaces for Change (S4C), has trained civil society organisations and non-governmental organisations (NGOs) in the South-East on how to identify, prevent and mitigate vulnerabilities associated with terrorism financing.

The training is part of efforts to strengthen the capacity of non-profit organisations to protect their operations from potential abuse by individuals and networks seeking to channel funds towards terrorism while ensuring that legitimate humanitarian, developmental and community-based activities are not disrupted.

The initiative underscores the growing importance of collaboration between law-enforcement agencies, civil society organisations and other stakeholders in strengthening Nigeria’s financial security architecture and preventing the misuse of legitimate organisations for illicit financial activities.

Participants at the training were equipped with knowledge and practical approaches to identifying possible terrorism-financing risks, understanding vulnerabilities within their organisations and adopting appropriate safeguards.

The organisers stressed the need for NGOs to remain vigilant without allowing compliance measures to undermine their legitimate activities or restrict access to assistance by vulnerable communities.

For many civil society organisations, particularly those operating in conflict-affected and underserved communities, the challenge is to maintain transparent and accountable financial systems while ensuring that regulatory requirements do not become obstacles to humanitarian and development work.

Terrorism financing can involve the provision or collection of funds, directly or indirectly, for use in supporting terrorist activities or organisations. Unlike conventional financial crimes, such funding can involve relatively small amounts and may be concealed within otherwise legitimate financial transactions.

This makes awareness, internal controls, due diligence and effective monitoring particularly important for organisations that receive donations, grants or other forms of financial support from multiple sources.

The EFCC’s involvement in the capacity-building programme reflects the broader responsibility of financial intelligence and law-enforcement institutions to work with non-profit organisations and other stakeholders in detecting and preventing financial channels that could be exploited for criminal purposes.

For NGOs, the training also provides an opportunity to strengthen institutional systems, including financial record-keeping, donor verification, transaction monitoring and reporting mechanisms.

Rather than treating every non-profit organisation as a potential source of illicit financing, the approach emphasises risk awareness and proportionate preventive measures.

This distinction is particularly important because civil society organisations play a critical role in providing humanitarian assistance, promoting human rights, supporting vulnerable populations and delivering development programmes in communities across the country.

Spaces for Change, which participated in the initiative, has continued to engage issues around governance, accountability, civic space and regulatory practices affecting civil society organisations.

The collaboration with the EFCC therefore highlights the importance of ensuring that efforts to combat financial crimes and terrorism financing are pursued alongside measures that protect legitimate civic and humanitarian activities.

The training is also expected to encourage participating organisations to improve their internal governance structures and develop mechanisms for identifying potential red flags before they expose their operations to significant financial or reputational risks.

Experts in financial crime prevention have consistently emphasised that prevention requires more than enforcement after an offence has occurred. Building awareness among organisations that may inadvertently be exposed to illicit financial flows is considered an important component of a comprehensive anti-financial-crime strategy.

For South-East NGOs, the knowledge gained from the programme could help organisations better understand their obligations, identify areas of vulnerability and introduce safeguards appropriate to the nature and scale of their operations.

The initiative further reinforces the need for sustained engagement between regulators, law-enforcement agencies and civil society. Such engagement can help organisations understand applicable requirements while enabling authorities to gain a clearer understanding of the operational realities and challenges facing legitimate non-profit organisations.

As Nigeria continues to strengthen measures against terrorism financing and other forms of illicit financial activity, stakeholders say cooperation remains essential.

The EFCC-S4C training therefore represents not only a capacity-building exercise but also an effort to build a stronger partnership between government institutions and civil society in protecting Nigeria’s financial system from abuse.

For the participating NGOs, the central message is clear: vigilance and accountability must go hand in hand with the protection of legitimate humanitarian and developmental work.

By equipping organisations with the tools to recognise potential terrorism-financing risks and respond appropriately, the initiative seeks to create a more resilient non-profit sector—one capable of maintaining public trust, complying with relevant safeguards and continuing to serve communities without unnecessarily restricting legitimate civic action.
