The Nigerian Communications Commission (NCC), in collaboration with the Federal Ministry of Education, has launched the Zero-Rated Access to Educational Platforms and Content Initiative, a major intervention aimed at reducing the cost barriers limiting students’ access to digital learning resources across Nigeria.
The initiative was formally unveiled on Thursday, September 10, 2026, at the Transcorp Hilton Hotel, Abuja, in the presence of key stakeholders in the education and telecommunications sectors.
The launch brought together the Executive Vice Chairman and Chief Executive Officer of the NCC, Dr. Aminu Maida; the Minister of Education, Dr. Maruf Tunji Alausa; and the Chairman of the NCC Governing Board, Chief Idris Olorunnimbe, among other government officials and stakeholders.
The initiative is designed to make approved educational platforms and learning content accessible without the usual data-cost burden, thereby helping to expand opportunities for students and other learners, particularly those from low-income households and underserved communities.
The development represents a significant step in the Federal Government’s efforts to integrate digital technology into Nigeria’s education system and ensure that the cost of internet connectivity does not prevent students from accessing educational materials online.
The NCC had earlier subjected the zero-rating initiative to public consultation, publishing a consultation paper on June 19, 2026, on “Zero-Rated Access to Education Platforms for Students in Nigeria.” The consultation provided an opportunity for stakeholders to contribute to the proposed framework before its implementation.
The initiative comes at a time when digital learning has become increasingly important to the delivery of education in Nigeria. While internet-enabled learning platforms provide students with access to lectures, textbooks, tutorials, examinations and other educational resources, the cost of mobile data remains a significant challenge for many learners.
By removing or reducing data charges for approved educational platforms, the NCC and the Federal Ministry of Education seek to make digital learning more affordable and accessible.
The policy is therefore expected to particularly benefit students who rely heavily on mobile phones and other internet-enabled devices to supplement classroom instruction.
Speaking on the importance of the initiative, the Federal Government has emphasised the need to bridge the digital divide and ensure that technology serves as an enabler rather than a barrier to education.
The Minister of Education, Dr. Maruf Tunji Alausa, has previously described zero-rated access as an important intervention for students, especially those in underserved communities and families that may struggle to afford regular internet access.
The collaboration between the NCC and the Ministry of Education also underscores the growing convergence between telecommunications and education policy.
While the Ministry of Education is responsible for driving national education policy, the NCC regulates Nigeria’s telecommunications sector and works to promote wider access to communications services.
The partnership is expected to create a stronger foundation for the expansion of digital education by ensuring that approved learning resources can be accessed more easily through Nigeria’s telecommunications networks.
For students in rural and underserved communities, where access to physical educational resources may be limited, digital platforms can provide an important avenue for accessing learning materials, supplementary lessons and other educational opportunities.
The zero-rating initiative is consequently positioned as part of a broader effort to leverage Nigeria’s expanding digital infrastructure to improve educational outcomes.
Stakeholders believe the initiative could contribute significantly to inclusive education by bringing digital learning within the reach of more Nigerian students.
With mobile phones increasingly serving as important tools for accessing information and educational content, reducing the cost of accessing approved platforms could encourage more learners to make use of online resources.
The policy could also support teachers, researchers and other members of the education community who depend on online resources for teaching, learning and professional development.
Beyond individual learners, the initiative has the potential to encourage educational technology providers to develop and improve locally relevant digital content, while creating stronger partnerships between government, telecommunications operators and the education technology ecosystem.
For the NCC, the initiative forms part of its broader responsibility to promote an inclusive digital economy and expand the benefits of telecommunications connectivity to Nigerians.
Dr. Aminu Maida, as EVC/CEO of the Commission, has continued to emphasise the importance of connectivity in supporting Nigeria’s socio-economic development.
The Commission’s involvement in the education initiative demonstrates how telecommunications infrastructure can be deployed to address challenges beyond conventional voice and data services.
The success of the programme, however, will depend on effective implementation, sustained cooperation among telecommunications operators and educational platform providers, as well as ensuring that eligible students can easily identify and access the approved resources.
It will also require continued monitoring to ensure that the benefits of zero-rated access reach the intended beneficiaries.
Nigeria’s education sector has increasingly embraced digital technologies as tools for expanding access to knowledge and improving teaching and learning.
However, the digital divide remains a major concern, with disparities in internet access, affordability, electricity supply, devices and digital skills continuing to affect learners across different parts of the country.
The Zero-Rated Access Initiative is expected to address at least one of those barriers — the cost of accessing educational content online.
The Federal Government’s move could therefore help accelerate the transition towards a more digitally enabled education system while supporting its wider objective of ensuring that Nigerian students are equipped to compete in an increasingly technology-driven global economy.
The Abuja launch, attended by Dr. Maida, Dr. Alausa and Chief Olorunnimbe, consequently marks an important milestone in efforts to connect Nigeria’s telecommunications and education sectors and make digital learning more accessible to millions of Nigerians.
If effectively implemented and sustained, the initiative could provide students with greater access to online educational resources, strengthen digital learning and contribute to the Federal Government’s broader efforts to build a more inclusive and technology-driven education system.
